As a preface, I am an atheist. But if I could bring myself to hope for one spiritual theory to be close to correct it would be the reincarnation one to which you seem to believe. I just watched your video where you attempted to explain how karma leads to someone being born deaf. I always thought explaining the horrible congenital defects that neonates fall prey to. So is there any instance where you believe someone can become deaf by pure a non-karma related accident of development or trauma? To flesh this out further, surely there must have been a first deaf person? What could they have done to deserve to be deaf? I have a feeling you must think I have too much of a Western thought pattern to easily see this answer, and I suppose you'd be correct.

Majority of the time, defects and disease of a body when born is a result of that particular soul's karma. Karma and Soul are eternal, there is no "first" as many believe.
